Deputy Prime Minister Anthony Albanese has been appointed Minister for Broadband, Communications and the Digital Economy.
In a ministerial reshuffle announced this morning it was confirmed that Albanese he would replace Stephen Conroy who resigned last week following the leadership spill.
Albanese will also retain the?portfolios of transport and infrastructure.
According to the Australian Financial Review Albanese has been tasked by Kevin Rudd with prosecuting the case for Labor?s NBN policy.

Bomb attacks kill 21 people in Pakistan
PESHAWAR, Pakistan (AP) ? Two bombings killed 21 people in northwestern Pakistan on Sunday, just as Britain's prime minister was in the capital pledging to help to fight extremism.
In the deadlier of the two attacks, a car bomb exploded as a convoy of paramilitary troops passed through the outskirts of the northwest city of Peshawar, killing at least 17 people and wounding dozens of others, police said.
Most of the dead and wounded were civilians, although nine paramilitary Frontier Corps troops were hurt, said police official Shafiullah Khan. The blast struck one Frontier Corps vehicle, but the other passed by safely.
The explosion damaged many other vehicles and shops in the area, according to local TV video. Frontier Corps vehicles rushed to the scene, and a police officer collected evidence from the crater caused by the bomb.
Later in the day, a roadside bomb struck an army convoy and killed four soldiers in the North Waziristan tribal area, the main sanctuary for Taliban and al-Qaida militants in the country, said intelligence officials, speaking on condition of anonymity because they were not authorized to talk to reporters. The blast also wounded 20 soldiers, the officials said.
No one has claimed responsibility for the attacks, but suspicion will likely fall on the Pakistani Taliban. The group has been waging a bloody insurgency against the government for years that has killed thousands of security personnel and civilians. The militants have proven resilient despite a series of army offensives against them in the tribal region.
British Prime Minister David Cameron told his Pakistani counterpart, Nawaz Sharif, that Britain would do all it can to help fight extremism, a battle that he said requires both a tough security response and measures to fight poverty and promote education.
Britain pledged to provide Pakistan more equipment to battle the kind of improvised explosives that killed the soldiers in North Waziristan and to share expertise in protecting sporting events. Britain hosted the Olympic Games last summer.
"The enemies of Pakistan are enemies of Britain, and we will stand together and conduct this fight against extremism and terrorism together," Cameron said at a joint news conference with Sharif in the Pakistani capital, Islamabad.
Cameron arrived in Pakistan following a visit to neighboring Afghanistan. He welcomed Pakistan's stated commitment to help promote a peace deal with the Afghan Taliban.
Pakistan is seen as key to any deal because of its historical links with the insurgents. Pakistan pushed the Taliban to carry through with its recent step to set up a political office in the Gulf country of Qatar, although acrimony between the insurgents and the Afghan government has hampered the negotiation process.
"I assure Prime Minister Cameron of our firm resolve to promote the shared objective of a peaceful and stable Afghanistan to which the 3 million Afghan refugees currently living in Pakistan can return with honor and dignity," Sharif said at the news conference.
Sharif has also pushed for peace talks with the Pakistani Taliban, although a series of attacks by the group since he took office in early June have led many to question that approach.
The Taliban claimed responsibility for shooting to death 10 foreign mountain climbers and a Pakistani guide in northern Pakistan a week ago, an attack the group said was retaliation for a U.S. drone strike that killed the Taliban's deputy leader.
The Taliban withdrew their offer of peace talks with the Pakistani government following the drone strike. The government continues to stick by its stance that negotiating with the group is the only way to bring peace.
Critics of talks point out that past peace deals eventually collapsed, offering the militants a chance to regroup. They also note that the Taliban reject Pakistan's democratic government and believe Islamic law should be applied throughout the country.

Obama arrives in South Africa
JOHANNESBURG (AP) ? Inspired by Nelson Mandela's struggles in South Africa, a young Barack Obama joined campus protests in the U.S. against the racist rule that kept Mandela locked away in prison for nearly three decades.
Now a historic, barrier-breaking figure himself, President Obama arrived in South Africa Friday to find a country drastically transformed by Mandela's influence ? and grappling with the beloved 94-year-old's mortality.
It was unclear whether Mandela's deteriorating health would allow Obama to make a hospital visit. The former South African leader is battling a recurring lung infection and is said to be in critical condition at a hospital in the South African capital of Pretoria.
Speaking to reporters on Air Force One as he made his way to Johannesburg, Obama said he would gauge the situation after he arrived.
"I don't need a photo-op," he said. "And the last thing I want to do is to be in any way obtrusive at a time when the family is concerned about Nelson Mandela's condition."
Obama's visit to South Africa is seen as something of a tribute to the man who helped inspire his own political activism. The president will pay homage to Mandela at Robben Island, the prison where he spent 18 of his 27 years in prison. And with South Africa's ruling party, the African National Congress, facing questions about its effectiveness, Obama will urge the government and the South African people to live up to the democratic example set by their first black president.
"He's a personal hero, but I don't think I'm unique in that regard," Obama said during a news conference Thursday in Senegal, the first stop on his weeklong Africa trip. "I think he's a hero for the world. And if and when he passes from this place, one thing I think we'll all know is that his legacy is one that will linger on throughout the ages."
Obama and Mandela have met just once, a hastily arranged meeting in a Washington hotel room in 2005 when Obama was a U.S. senator. A photo of the meeting hangs in Obama's personal office at the White House, showing a smiling Mandela sitting on a chair, his legs outstretched, as the young senator reaches down to shake his hand. A copy of the photo also hangs in Mandela's office in Johannesburg.
Since then, the two have spoken occasionally by telephone, including after the 2008 election, when Mandela called Obama to congratulate him on his victory. The U.S. president called Mandela in 2010 after the South African leader's young granddaughter was killed in a car accident. Obama also wrote the introduction to Mandela's memoir, "Conversations With Myself."
Despite the two men's infrequent contact, people close to Obama say his one-on-one meeting with Mandela left a lasting impression.
"He is one of the few people who the president has respected and admired from afar who, when he met him, exceeded his expectations," said Valerie Jarrett, Obama's senior adviser and close friend.
Obama's own political rise has drawn inevitable comparisons to the South African leader. Both are Nobel Peace Prize winners and the first black men elected to lead their countries.
But their paths to power have been vastly different. While Mandela fought to end an oppressive government from the confines of a prison cell, Obama attended elite schools and rose through the U.S. political system before running for president.
"President Obama would believe that the challenges he has faced pale in comparison to those faced by President Mandela," Jarrett said.
Mandela had already shaped Obama's political beliefs well before their first encounter. As a student at Occidental College in Los Angeles, Obama joined protests against the school's investments during South Africa's apartheid era. In 1981, Obama focused his first public political speech on the topic.
"It's happening an ocean away," Obama said, according to a retelling of the story in his memoir "Dreams From My Father." ''But it's a struggle that touches each and every one of us. Whether we know it or not. Whether we want it or not."
More than 30 years later, as he traveled through the African continent, Obama recalled the influence Mandela had had on him during that period of his life.
"I think at that time I didn't necessarily imagine that Nelson Mandela might be released," Obama said Thursday. But the president said he had read Mandela's writings and speeches and understood him to be a man who believed in "treating people equally and was willing to sacrifice his life for that belief."
Following his release from prison, Mandela was elected president in 1994 during South Africa's first all-races elections. He served just one term, focusing in large part on racial reconciliation in the post-apartheid era, and retreated from public life several years ago.
The most recent images of him depict a frail man apparently approaching the end of his life. While South Africans have long been loath to talk about Mandela's inevitable death, there is now a growing sense in the country that the time is near. Well-wishers have delivered flowers and messages of support to the Pretoria hospital where he is being treated, and prayer sessions have been held around the country.

Alaska: 3 dead in small plane crash near Cantwell
ANCHORAGE, Alaska (AP) ? Officials in Alaska confirm that three people have been found dead in the wreckage of a small plane south of Cantwell in the Alaska Range.
National Transportation Safety Board spokesman Clint Johnson said Friday evening that preliminary information indicated the pilot was the plane's registered owner. No names or hometowns were released pending notification of relatives.
Alaska State Troopers spokeswoman Beth Ipsen said the wreckage was scattered over an area estimated up to 700 feet in length. She says a state Division of Forestry employee and three volunteer firefighters extinguished a small fire.
The Division of Forestry reported the crash near Mile 195 of the Parks Highway.
The Federal Aviation Administration says that the twin-engine Beechcraft BE55 crashed about 11:45 a.m. Friday near the Summit Airport. It was en route from Fairbanks International Airport to Homer.
The cause of the crash is under investigation.

INSIGHT: From remote Mauritania, hacker fights for Islam worldwide

DAKAR (Reuters) - In Nouakchott, a dusty city wedged between the Atlantic ocean and western dunes of the Sahara, a young hip-hop fan coordinates a diverse group of hackers targeting websites worldwide in the name of Islam.
Logging on to his computer, he greets his Facebook followers with a "good morning all" in English before posting links to 746 websites they have hacked in the last 48 hours along with his digital calling card: a half-skull, half-cyborg Guy Fawkes mask.
He calls himself Mauritania Attacker, after the remote Islamic republic in west Africa from which he leads a youthful group scattered across the Maghreb, southeast Asia and the West.
As jihadists battle regional governments from the deserts of southern Algeria to the scrubland of north Nigeria, Mauritania Attacker says the hacking collective which he founded, AnonGhost, is fighting for Islam using peaceful means.
"We're not extremists," he said, via a Facebook account which a cyber security expert identified as his. "AnonGhost is a team that hacks for a cause. We defend the dignity of Muslims."
During a series of conversations via Facebook, the 23-year-old spoke of his love of house music and hip hop, and the aims of his collective, whose targets have included U.S. and British small businesses and the oil industry.
He represents a new generation of Western-style Islamists who promote religious conservatism and traditional values, and oppose those they see as backing Zionism and Western hegemony.
In April, AnonGhost launched a cyber attack dubbed OpIsrael that disrupted access to several Israeli government websites, attracting the attention of security experts worldwide.
"AnonGhost is considered one of the most active groups of hacktivists of the first quarter of 2013," said Pierluigi Paganini, security analyst and editor of Cyber Defense magazine.
An online archive of hacked Web sites, Hack DB, lists more than 10,400 domains AnonGhost defaced in the past seven months.
Mauritania, a poor desert nation straddling the Arab Maghreb and black sub-Saharan Africa, is an unlikely hacker base. It has 3.5 million inhabitants spread across an area the size of France and Germany, and only 3 percent of them have Internet access.
Much of the population lives in the capital Nouakchott, which has boomed from a town of less than 10,000 people 40 years ago to a sprawling, ramshackle city of a million inhabitants. In its suburbs, tin and cinderblock shanties battle the Sahara's encroaching dunes and desert nomads stop to water their camels.
In the past six months experts have noted an increase in hacking activity from Mauritania and neighbouring countries. In part, that reflects Mauritania Attacker's role in connecting pockets of hackers, said Carl Herberger, vice president of security solutions at Radware.
"This one figure, Mauritania Attacker, is kind a figure who brings many of these groups together," Herberger told Reuters.
MODERN TECHNOLOGY, ANCIENT MISSION
Mauritania Attacker says his activities are split between cyber cafes and his home, punctuated by the five daily Muslim prayers.
Well-educated, he speaks French and Arabic among other languages and updates his social media accounts regularly with details of the latest defacements and email hacks. He would not say how he made a living.
His cyber threats are often accented with smiley faces and programmer slang, and he posts links to dancefloor hits and amusing Youtube videos. But his message is a centuries-old Islamist call for return to religious purity.
"Today Islam is divisive and corrupt," he said in an online exchange. "We have abandoned the Koran."
Mauritanian Attacker aims to promote "correct Islam" by striking at servers hosted by countries they see as hostile to sharia law. "There is no Islam without sharia," he said.
Mauritania is renowned for its strict Islamic law. The sale of alcohol is forbidden and it is one of only a handful of states where homosexuality and atheism are punished by death.
The quality of Mauritania's religious scholars and koranic schools, or madrassas, attract students from around the world. Mauritanians have risen to prominent positions in regional jihadist groups, including al Qaeda's north African branch AQIM.
As hackers from the region organise into groups, the Maghreb is emerging as a haven for hacktivism as it lacks the laws and means to prosecute cyber criminals, Herberger said.
"There's a great degree of anonymity and there's a great degree of implied impunity," he said.
Security sources in Nouakchott said they were not aware of the activities of Mauritania Attacker.
He says he supports Islamists in Mauritania but opposes his government's support for the West, which sees the country as one of its main allies in its fight against al Qaeda in the region.
With tech-savy young Muslims in the Maghreb chafing under repressive regimes, analysts anticipate a rise in hacktivism.
Hacking is a way for young people to express religious and political views without being censored, says Aaron Zelin, fellow at the Washington Institute.
"These societies are relatively closed in terms of people's ability to openly discuss topics that are taboo," he said.
For disillusioned youth in countries like Mauritania, where General Mohamed Ould Abdel Aziz seized power in a 2008 coup before winning elections the next year, hacking has become "a way of expressing their distaste with status quo," Zelin said.
JURY OUT ON GROUP'S REACH
AnonGhost's global reach is its greatest weapon, but it has yet to stage a major attack on a Western economic target.
Most of AnonGhost's campaigns have simply defaced Web sites, ranging from kosher dieting sites to American weapon aficionado blogs, with messages about Islam and anti-Zionism.
It has attacked servers, often hosting small business websites, located in the United States, Brazil, France, Israel and Germany among others.
Mauritania Attacker and the AnonGhost crew say these countries have "betrayed Muslims" by supporting Israel and by participating in the wars in Afghanistan and Iraq.
"We are the new generation of Muslims and we are not stupid," read a message posted on the Web site of a party supply business in Italy. "We represent Islam. We fight together. We stand together. We die together."
The team has also leaked email credentials, some belonging to government workers from the United States and elsewhere.
As part of a June 20 operation against the oil industry, carried out alongside the international hacking network Anonymous, Mauritania Attacker released what he said were the email addresses and passwords for employees of Total.
A spokesperson for the French oil major did not immediately respond to requests for comment.
One security expert said AnonGhost's attacks exploited "well-known vulnerabilities in configurations of servers" in target countries rather than going after high-profile companies.
Carl Herberger, vice president of security solutions at Radware, remains unconvinced AnonGhost has the technical skills to wage full-scale cyber terrorism by harming operational capabilities of companies or government agencies.
"The jury is still out," he said, but cautioned against underestimating the emerging group. "You're never quite sure what they're going to do on the offensive, so they have to be right only once and you have to be right always."

JOHANNESBURG (AP) ? As Nelson Mandela remained in critical condition in hospital Friday, a family feud over where the 94-year-old former president should be buried went to the courts, according to South Africa's national broadcaster.
Mandela's oldest daughter, Makaziwe, and 15 other family members have pressed a court application to get Mandela's grandson to return the bodies of three of Mandela's children to their original graves in the eastern rural village of Qunu, according to the SABC.
The grandson, Mandla Mandela, acknowledges having reburied the three bodies 20 kilometers (13 miles) away in the Mvezo village, where he plans to create a Mandela shrine, hotel and soccer stadium, according to the South African Press Association.
Grandson Mandla Mandela has until Saturday to respond to the court filing, reports said.
The anti-apartheid leader built his retirement home in Qunu and was living there until his repeated hospitalizations which started at the end of last year. Nelson Mandela attended the burial of his son at the family plot in Qunu in 2005, and it was widely expected that the leader himself will be buried there.
But his grandson exhumed the bodies of Mandela's three children and moved them to nearby Mvezo, which is the former president's birthplace and where the grandson holds authority as chief.
Eldest daughter Makaziwe and other Mandela family members want the family bodies returned to their original graves in Qunu, according to the reports.
The family court struggle came as Mandela's ex-wife said that he had improved in recent days, but remained critical.
Winnie Madikizela-Mandela gave the update Friday while speaking to journalists outside Mandela's former home in Soweto.
"I'm not a doctor but I can say that from what he was a few days ago there is great improvement," said Madikizela-Mandela, who is a member of South Africa's Parliament.
Madikizela-Mandela pleaded with the media to "understand the sensitivities and the feeling of the family."
His daughter Makaziwe Mandela was among the family members who arrived at the Pretoria hospital on Friday. The ministers of health and defense also visited, the South African Press Association reported.
Outside the Pretoria hospital on Friday, a man flying a drone-like object with a camera attached was led away by several policemen, adding to an already heightened atmosphere where well-wishers continue to gather to pray for Mandela.
Mandela was taken to the hospital on June 8 to be treated for what the government said was a recurring lung infection. South Africans have held prayers nationwide, and many have left flowers and messages of support outside the hospital as well as his home in Johannesburg.
On Thursday, the office of South African President Jacob Zuma said Mandela's health had improved overnight, and that his condition was critical but stable.

Obama clashes with African host over gay rights
DAKAR, Senegal (AP) ? President Barack Obama on Thursday praised the Supreme Court's ruling on same-sex marriage as a "victory for American democracy" but clashed with his African host over gay rights in a sign of how far the movement has to go internationally.
Obama said recognition of gay unions in the United States should cross state lines and that equal rights should be recognized universally. It was his first chance to expand on his thoughts about the ruling, which was issued Wednesday as he flew to Senegal, one of many African countries that outlaw homosexuality.
Senegalese President Macky Sall rebuffed Obama's call for Africans to give gays equal rights under the law.
"We are still not ready to decriminalize homosexuality," Sall said, while insisting that the country is "very tolerant" and needs more time to digest the issue without pressure. "This does not mean we are homophobic."
Obama said gay rights didn't come up in their private meeting at the presidential palace, a mansion that looks somewhat similar to the White House. But Obama said he wants to send a message to Africans that while he respects differing personal and religious views on the matter, it's important to have nondiscrimination under the law.
"People should be treated equally, and that's a principle that I think applies universally," he said.
A report released Monday by Amnesty International says 38 African countries criminalize homosexuality. In four of those ? Mauritania, northern Nigeria, southern Somalia and Sudan ? the punishment is death. These laws appear to have broad public support. A June 4 Pew Research Center survey found at least nine of 10 respondents in Senegal, Kenya, Ghana, Uganda and Nigeria believe homosexuality should not be accepted by society.
Papi Nbodj, a 19-year-old student who stood by the road to the presidential palace to see Obama's arrival, said homosexuality is against the religious beliefs of most in Senegal.
"We are in a Muslim country, so we certainly cannot have it here," he said. "And for me it's not OK to have this anywhere in the world."
Sall sought to reassure Obama that gays are not persecuted in Senegal. But under Senegalese law, "an improper or unnatural act with a person of the same sex" can be punished by up to five years in prison.
Ndeye Kebe, president of a human rights organization that works with homosexuals called Women's Smile, disputed Sall's contention that gays are not discriminated against.
"I know of around a dozen people who are in prison for homosexuality as we speak," she said. "There wasn't any real proof against them, but they were found guilty and they are in prison."
And as recently as February of 2008, police rounded up men suspected of being homosexual after a Senegalese tabloid published photographs of a clandestine gay wedding in a suburb of Dakar. Gays went into hiding or fled to neighboring countries, but they were pushed out of Gambia by the president's threat of decapitation.
As for Wednesday's court ruling, Obama said he's directing his administration to comb through every federal statute to quickly determine the implications of a decision that gave the nation's legally married gay couples equal federal footing with all other married Americans.
He said he wants to make sure that gay couples who deserve benefits under the ruling get them quickly. Obama said he personally believes that gay couples legally married in one state should retain their benefits if they move to another state that doesn't recognize gay marriage.
"I believe at the root of who we are as a people, as Americans, is the basic precept that we are all equal under the law," he said. "We believe in basic fairness. And what I think yesterday's ruling signifies is one more step towards ensuring that those basic principles apply to everybody."
Obama also offered prayers for former South African President Nelson Mandela, who is gravely ill, ahead of Obama's planned visit to his country this weekend. Obama said he was inspired to become political active by Mandela's example in the anti-apartheid movement of being willing to sacrifice his life for a belief in equal treatment.
"I think he's a hero for the world," Obama said. "And if and when he passes from this place, one thing I think we'll all know is that his legacy is one that will linger on throughout the ages."
Later Obama plans to reflect on the ties many African-Americans share with the continent as he takes a tour of Goree Island, Africa's westernmost point. Africans reportedly were shipped off into slavery across the Atlantic Ocean through the island's "Door of No Return."
Thousands of boisterous revelers welcomed Obama's motorcade Thursday morning in Dakar, cheering and waving homemade signs as the first African-American president made his way to the presidential palace. A large sign outside his hotel gate had pictures of smiling Obama and Sall that read, "Welcome home, President Obama." Some in the crowd drummed, danced and sang, and many wore white as a symbol for peace.
Obama's focus in Senegal is on the modern-day achievements of the former French colony after half a century of independence. Sall ousted an incumbent who attempted to change the constitution to make it easier for him to be re-elected and pave the way for his son to succeed him. The power grab sparked protests, fueled by hip-hop music and social media, that led to Sall's election.
"Senegal is one of the most stable democracies in Africa and one of the strongest partners that we have in the region," Obama said. "It's moving in the right direction with reforms to deepen democratic institutions."
But such people-powered democratic transitions are not always the story of the African experience. Fighting and human rights abuses limited Obama's options for stops in his first major tour of sub-Saharan Africa since he took office more than four years ago. Obama is avoiding his father's homeland, Kenya, whose president has been charged with war crimes, and Nigeria, the country with the continent's most dominant economy. Nigeria is enveloped in an Islamist insurgency and military crackdown.
Obama's itinerary in Senegal was designed to send a message, purposefully delivered in a French-speaking, Muslim-majority nation, to other Africans in countries that have not made the strides toward democracy that Senegal has. Obama plans to meet with civil society leaders at the Goree Institute and visited the Supreme Court to speak about the importance of an independent judiciary and the rule of law in Africa's development.

Microsoft Build 2013 event wrap-up
We came. We handled Windows 8.1. We grabbed news about the latest and greatest from Microsoft. We picked up a few new Steve Ballmer catch phrases ("touch touch touch touch!"). Then, we left. In a nutshell, this was our experience covering Microsoft Build 2013 this week at the Moscone Center, though it obviously was much more involved. Fortunately, we were able to bring you, dear reader, along for the action -- but in case you missed any of the excitement as it happened, you'll find a list of all of the announcements, hands-ons and other posts we covered during the event below the break. Yep, Windows 8.1 RT looks just like regular Windows 8.1, performance hasn't changed
When we got hands-on with the Windows 8.1 preview earlier this week, it was on a Surface Pro -- i.e., an x86 system running full Windows. Until today, though, we hadn't had a chance to try the software on a device running Windows RT. Well, fortunately for us, Microsoft has a row full of freshly updated Surface RT units on display here at Build, so we took the opportunity poke around a little. As you'd expect, Windows RT 8.1 has all the trappings of the full Windows version, including an always-there Start button and new apps like Food & Drink and Health & Fitness. What's sort of interesting is that you can boot to the desktop here as well, just as you would on Windows 8.1. (We say "interesting" because, well, how urgently do you need the desktop on RT anyway?) The desktop also still comes with Office apps pinned to the Taskbar, in case you were wondering.
Performance seems much the same as before, particularly because we were handling last year's Surface RT, which still ships with a Tegra 3 SoC. Browsing and loading tabs in IE11 feels snappy but then again, IE11 was supposed to be a tick faster than IE10. Overall, navigating the OS can still feel slightly sluggish, but the build we tried is at least stable. Other than that, it looks like we'll have to wait for some new ARM chips before we can revisit performance in Windows RT. We'll also be back to take a look at the forthcoming RT Outlook app, which we haven't seen yet. Until then, don't expect us to write another 4,000 words on the subject.

Michael Fallon: "I can assure you, the lights are not going to go out"
The government has dismissed a proposal that big shops and factories could be paid to cut their energy use to prevent shortages leading to blackouts.
Electricity network owner National Grid has suggested large consumers could be asked to lower use between 16:00 and 20:00 on weekdays in the winter.
It was responding to a warning from energy regulator Ofgem that the risk of power cuts has increased in the UK.
Energy Minister Michael Fallon insisted the lights would stay on.
He told BBC Two's Newsnight programme: "I can assure you the lights are not going to go out.
"The latest [Ofgem] assessment has shown that the position is slightly worse than the previous assessment last year.
"The regulator Ofgem has got to make sure, with all the tools at its disposal - bringing some mothball plant back in action and back on line - that the lights stay on and they will."
In an assessment released on Thursday, Ofgem said spare electricity production capacity in the UK could fall to 2% by 2015, increasing the risk of blackouts.
The watchdog said more investment in power generation was needed to protect consumers.
'Tightening margins'It said: "Ofgem's analysis indicates a faster than anticipated tightening of electricity margins toward the middle of this decade."
The global financial crisis, tough emissions targets, the UK's increasing dependency on gas imports and the closure of ageing power stations were all contributing to the heightened risk of shortages, Ofgem said.
It said measures could include negotiating with major power users for them to reduce demand during peak times in return for payment.
Ofgem also suggested keeping some mothballed power plants in reserve in case of emergencies.
National Grid said it welcomed the Ofgem consultation on the proposed preventive measures and had been working with the Department of Energy and Climate Change.
"This does not mean that disruption is imminent or likely, but Ofgem, DECC and ourselves believe it appropriate to consider what measures could be taken in case margins deteriorate further," National Grid said.
It acknowledged that dealing with tightening margins in the energy industry "sits outside of National Grid's usual system operator role", but added that "given our position in the industry and our experience, we're happy to propose and consult on solutions."

Microsoft, Telefonica teaming up to push Windows Phone 8 devices in Europe, Latin America
Windows Phone 8 may be third in the league table, but we doubt Microsoft is satisfied with its bronze medal. That's why it's signed a one year marketing deal with Telefonica that'll see the world's fifth largest mobile network pushing WP8 handsets in Europe and Latin America. According to the release, the pair will offer customers Redmond's cloud services like Office 365, Skydrive and "Xbox" in an attempt to coax users away from the 'current duopoly of Android and iOS." Gigabit Internet coming to Seattle for $80 per month
No Google Fiber? No problem. Residents in select neighborhoods in Seattle will have access to gigabit Internet speeds?beginning in 2014. Gigabit Squared on Monday announced pricing plans for its upcoming fiber network in Seattle. The company will offer a basic plan with download speeds of 5Mbps and upload speeds of 1Mbps for free for 60 months, after which time customers can convert to 10Mbps?service for just $10 per month. Other plans include download and upload speeds of 100Mbps for $45 per month, or speeds of 1Gbps for $80 per month. Customers will also be required to pay a $350 installation fee for 100Mbps plans or higher unless they sign a one-year contract. Gigabit Squared is the latest company to offer gigabit Internet speeds, following the successful launch of Google Fiber in Kansas City last year. Gigabit Squared will begin taking sign-ups sometime next month. The company?s press release follows below.

US stocks rise for a second day; yields slip
NEW YORK (AP) ? U.S. stock indexes moved higher for a second day Wednesday as bond yields fell, easing worries that higher interest rates could upset the economy.
The Dow Jones industrial average was up 96 points, or 0.7 percent, to 14,857 as of 12: 15 p.m. Eastern Daylight Time. Boeing led the Dow higher with a jump of $2.07, or 2.1 percent, to $100.71.
The Standard & Poor's 500 was up 14, or 0.9 percent, to 1,602. All 10 industry sectors in the S&P 500 were up, led by health care stocks. The Nasdaq composite index was up 20 points, or 0.6 percent, to 3,368.
Traders bought bonds and yields fell after the government reported that the U.S. economy grew at a significantly slower rate than previously thought in the first three months this year. The annual rate is now estimated at 1.8 percent, compared with an earlier forecast of 2.4 percent.
Investors may have decided that the slower-growing economy will influence the Federal Reserve to delay any plans to pull back on stimulus measures. Those measures, which include buying bonds, are meant to prop up the economy by keeping interest rates low and encouraging people to buy stocks.
The yield on the 10-year Treasury note, a benchmark for many kinds of loans, fell to 2.56 percent from 2.61 percent late Tuesday. The yield has risen sharply over the last week as traders sold bonds in anticipation of the Fed winding down its bond-buying program. It was 2.19 percent June 18, the day before the Fed outlined its plans.
The recent spike had worried investors that a sudden increase in mortgage rates could undermine the recovery in the U.S. housing market. Some homebuilder stocks rose following the easing in interest rates. Lennar rose 66 percent, or 1.8 percent, to $35.88 and Toll Brothers rose 34 cents, or 1.1 percent, to $32.30.
Fed Chairman Ben Bernanke set off a stock market rout a week ago when he said the Fed could rein in the bond-buying program starting as early as this year. The Dow lost 560 points over Wednesday and Thursday last week. The Dow has gained back only about 100 points since that plunge.
It wasn't that investors were surprised that the Fed will pull back on its stimulus programs: Most everyone expects that to happen eventually. It was more that they were worried that the Fed might pull out too soon, before the stock market could stand on its own without the Fed propping it up. The Fed buys $85 billion worth of bonds very month.
Chip Cobb, senior vice president of BMT Asset Management in Bryn Mawr, Penn., predicted a volatile summer for the market, noting that companies will start to report earnings en masse in early July. Friday is the last trading day for the second quarter.
"We're not seeing any significant bottom-line growth," Cobb said. "It's all been cost-cutting measures."
Other Fed officials have scrambled to reassure investors that the central bank won't pull out of stimulus measures until it's sure the economy can handle it. Dallas Fed president Richard Fisher and Richmond Fed president Jeff Lacker are both scheduled to testify at a hearing with the U.S. House's banking committee Wednesday morning. While the Fed isn't the topic ? how to prevent bank bailouts is ? either could take the opportunity to speak on where they think Fed policy should go.
Markets were higher in Europe. Benchmark indexes rose 2 percent in France and 1.8 percent in Spain. Borrowing costs fell sharply for Spain and Italy as investors bought European government bonds.
At 1.8 percent, U.S. economic growth for 2013 would be less than 2010 or 2012, and in line with 2011. And while investors are glad for growth ? after all, the U.S. economy shrank in 2008 and 2009 ? most say they'd like to see an annual rate of 3 or 4 percent before they can feel comfortable about the pace of the economic recovery.
Gold for August delivery fell $40, or 3.2 percent, to $1,234 an ounce. Gold has fallen 26 percent this year as investors' fears of inflation failed to materialize.
Among companies making big moves:
?Fertilizer maker Mosaic fell after Citigroup analysts downgraded the stock to "Neutral" from "Buy," citing a hold-up in the company's stock buybacks and questions over demand for fertilizer. The stock fell $1.91, or 3.4 percent, to $54.
?Gun manufacturer Smith & Wesson fell, even after reporting that its profits doubled, as quarterly revenue missed analysts' forecasts. The stock fell 23 cents, or 2.3 percent, to $9.76.
?General Mills, whose products include Cheerios and Nature Valley granola bars, fell after reporting earnings predictions that came in slightly below analysts' estimates. The stock fell 49 cents, or 1 percent, to $47.84.
